## Does a Restaurant Licence Exist?

In Georgia a restaurant opens without a separate restaurant licence: the Code on food safety, veterinary and plant protection regulates the field through food safety requirements, through the implementation of a system based on hazard analysis and critical control points (HACCP), and through the types and mechanisms of state control. The practical consequence is this: a business operator does not need a one-off permit — it must continuously comply with safety requirements along the entire production chain, and state control verifies that compliance.

### Is a restaurant licence required?

No, no separate licence exists — the matter is one of food safety requirements and state control.

### What does HACCP require?

Identification of hazards, determination of critical points and limits, monitoring, corrective action, verification and records; primary production is not covered.

### How does the Agency inspect?

Through inspection, monitoring, supervision, document checks, sampling and audit — the six control mechanisms established by law.

### What happens with a harmful product?

Its placement on the market is impermissible; the batch is deemed harmful as a whole unless inspection proves otherwise, and the Agency may withdraw it from the market.
