## About this service

Legally, cable television is far more than a technical service: under the Law of Georgia on Broadcasting, a cable operator occupies a dual position — on one hand, it is a person authorised for broadcasting transit whose activity is carried out under the commission's regulation, and on the other, by redistributing television channels it is an intermediary between the broadcaster and the consumer. From these two roles flows the entire set of obligations this page sets out: the authorisation procedure and conditions, the must-carry and paid transit regimes, the good-faith requirements and the avenues of dispute before the commission.

### In which regime does a cable operator work?

Broadcasting transit is subject to authorisation: a licence is issued only for radio broadcasting using radio-frequency spectrum, while cable distribution operates under the commission's authorisation.

### How does must-carry transit work?

The broadcasters defined by law — including an authorised general airwave broadcaster accessible to at least 20% of the population — may demand placement of their channel in every package; the operator fulfils the demand within 14 days of receiving the technical means.

### What requirements govern paid transit?

The parties must deal with each other in good faith: a transit fee difference exceeding 10% compared with the same broadcaster's other operators is already a violation, and the contract must be published on the website.

### How is authorisation granted?

By application on a commission-approved form: within 10 working days the commission registers the person in the register of authorised persons, after which the right to provide the service begins.
