# Drafting Tourist Service Contracts and Travel Vouchers

## What This Page Covers

Tourist and resort services in Georgia rest on a documentary foundation: a service contract, a travel voucher, or a route book. This page explains on which documents tourist services are delivered, what that document must define, how the exception for unorganized tourists works, and how the right to obtain a service license fits into this picture.

The page is intended for tourist and resort enterprises, for lawyers who draft or review service documentation, and for travelers who wish to understand their own rights. Keep in mind that the underlying statute is a framework act: it establishes the documentary basis of the service, while mandatory clauses, approved templates, deadlines, and liability are governed by other legislation. Wherever that is the case, this page says so plainly.

### What is a travel voucher and what does it define?

A travel voucher is one of the documents on the basis of which tourist and resort services are rendered. Like a service contract or a route book, it determines the type and volume of services to be provided to the tourist.

### Is a service contract mandatory for an unorganized tourist?

The law provides that an unorganized tourist may not be provided with this service. The document-based service mechanism therefore does not automatically extend to a person traveling independently.

### Who counts as a tourist under the law?

A natural person who travels voluntarily outside the boundaries of the permanent place of residence, for at least 24 hours and not more than one year, and whose travel is not remunerated from the financial sources of the place of temporary stay.

### Does a tourist enterprise need a service license?

The law frames a license as a right: tourist and resort enterprises have the right to obtain a service license if this derives from the interests of their activity. The licensing procedure is regulated by other legislation.

### In what forms is tourist service delivered?

Services are delivered in the course of group and individual, as well as organized and unorganized, tourist travel, on the basis of a service contract, a travel voucher, or a route book.
