ეს კანონი ვრცელდება საქართველოში კანონიერ საფუძველზე მუდმივად მცხოვრებ, სპეციალური მზრუნველობის საჭიროების მქონე პირებზე, ღატაკ ოჯახებსა და უსახლკარო პირებზე, თუ ამავე კანონით სხვა რამ არ არის დადგენილი.
