შეწყდეს ყველა საგამოძიებო ორგანოში იმ დანაშაულთა გამო აღძრული საქმეების წარმოება და სასამართლოებში ის განუხილველი საქმეები, რომლებიც ამ კანონის პირველი მუხლით გათვალისწინებულმა პირებმა ჩაიდინეს კანონის ძალაში შესვლამდე.
