1. საქართველოს კონსტიტუციის შესაბამისად ყოველ ადამიანს აქვს სახელოვნებო განათლების მიღების შეუზღუდავი უფლება.

2. სახელოვნებო საბაზო განათლების დაფინანსებას უზრუნველყოფს სახელმწიფო.
