არჩევის წესი და უფლებამოსილების ვადა 1. უმაღლესი საბჭოს 21 წევრი აირჩევა ერთიან მრავალმანდატიან საარჩევნო ოლქში პროპორციული საარჩევნო სისტემის საფუძველზე .

2. უმაღლესი საბჭო აირჩევა 4 წლის ვადით .
