ამ კანონის პირველი მუხლით გათვალისწინებული ამნისტია ვრცელდება მხოლოდ იმ პირებზე, რომლებმაც შესაბამისი დანაშაულები ჩაიდინეს 2009 წლის 15 ოქტომბრამდე.
