The conditions for licensing wastewater discharge into surface water bodies are clarified: licenses will only be granted if it doesn't increase pollutant levels *and* the user cleans wastewater to meet environmental/sanitary standards. Additionally, a new clause mirrors Article 49 by mandating forwarding applications for hygienic assessment.
