Completion and Recognition of Dental Professional Education

I graduated with a DMD in Dentistry from the University of Georgia (Tbilisi) and currently live in Germany. The German authority (Regierungspräsidium Stuttgart) considers my dental education incomplete because I have not completed the practical/residency phase required by Georgia. Germany may allow me to complete this practical phase here under §13(4) ZHG. However, before issuing the permit, the German authority requires an official document from the competent Georgian authority specifying the exact practical modules/dental fields, required duration/hours, and any examination necessary to complete my Georgian dental education. The document must also confirm that I can complete these requirements in Germany and that, after completion, Georgia will recognize the German practical training and officially confirm my dental professional education as fully completed. I need a Georgian lawyer to represent me before the competent authority and help obtain this official confirmation. I have all German and Georgian correspondence and my university documents.
