The General Content of Social Protection
Under the law, veterans' social protection consists of two principal components: pension provision in accordance with the Law of Georgia on State Pension, and other social protection guarantees in accordance with Georgian legislation. This means that the veteran's pension is settled by a separate law, while the remaining guarantees are governed by other legislative acts.
The social protection measures for veterans of the Defence Forces are determined by Georgian legislation — this norm separately recognises that the package for this category takes shape precisely as measures established by legislation. The practical conclusion: when claiming a specific benefit, one must always establish which normative act locates that benefit and what conditions govern its administration.
Additional Measures for Exceptional Merit
The law imposes additional measures on veterans of exceptional merit before the state. These concern persons awarded the honorary title of Hero of the Soviet Union, or the title of national hero of Italy or Yugoslavia for their liberation, or decorated with all three degrees of the Order of Glory of the Soviet Union, the Order of David the Builder of Georgia and all three degrees of the Order of Vakhtang Gorgasali.
The additional measures are two: upon death, the assignment of their name to a street, school or square in the manner established by law and the erection of a bust of the deceased at the burial place according to the model established by legislation, at the state's expense; and the provision to the family (parents, spouse, children) of a one-time financial assistance in the amount of 20 minimal pensions (salaries). This latter measure extends to the family and is linked to the minimal pension or salary — the unit of account is itself defined by the law.
The Rights Confirmation Certificate
Veterans' rights and benefits are exercised upon presentation of the uniform-sample certificate established for veterans by the Government of Georgia. The certificate's model and the rules of its issuance are determined by the Government — an authority delegated expressly by the law, so the details of the issuance procedure must be verified against a government act.
In administering state and municipal social benefits for veterans, the data of the electronic database of veteran registration may be used — this simplifies confirmation of status and reduces the documentary burden on the veteran personally.
The practical plan takes this shape: the first step is to determine the category and collect the materials confirming it; the second — to obtain the uniform-sample certificate under the procedure set by the Government; the third — to use the specific benefits at state or municipal level, where the electronic database joins the administration.
