In Georgia the price of notarising a power of attorney is set by the official notarial tariff: certifying a power of attorney granted by an individual costs 18 GEL, and one granted by a legal entity or an individual entrepreneur costs 30 GEL. A 5 GEL fee for registering the act in the electronic notarial register is added, and if the notary is registered for VAT, VAT is added to the fee as well. The tariff is approved by Government of Georgia Resolution No. 507 of 29 December 2011, as amended by Resolution No. 272 of 30 May 2022. Below we explain what the price covers, when the amount changes and which related costs you may meet at the notary.
How much a power of attorney costs at a notary
Article 31 of the Rules approved by the Resolution sets the fixed rates for certifying a power of attorney, and Article 32 sets the rate for remote certification:
- Power of attorney granted by an individual — 18 GEL;
- Reduced rate — 10 GEL if the grantor is a member of a family registered in the Unified Database of Socially Vulnerable Families with a rating score not exceeding 65,000, or a war or defence-forces veteran registered with the State Service for Veterans Affairs;
- Power of attorney granted by a legal entity or an individual entrepreneur — 30 GEL;
- Remote certification by means of direct electronic communication — 60 GEL for an individual and 90 GEL for a legal entity or an individual entrepreneur.
Two additions apply on top. First, the fee for registering the notarial act in the electronic notarial register — 5 GEL (Article 39 of the Rules), which the notary collects and transfers to the Notary Chamber of Georgia. Second, VAT: the tariff is set exclusive of VAT, so a VAT-registered notary adds 18% VAT to the fee. In addition, if the notary certifies the power of attorney outside the office — for example at your home or in hospital — an amount agreed with the notary, not exceeding 35 GEL, may be added (Article 34).
Worked example: a power of attorney granted by an individual at the notary's office costs 23 GEL in total (18 + 5), or 26.24 GEL with a VAT-registered notary (18 + 3.24 VAT + 5). A power of attorney granted by a legal entity costs 35 GEL or 40.40 GEL respectively.
Why the price is fixed
Under Article 3(5) of the Rules, for a notarial act whose fee the Rules set, the notary must charge only that amount; a fee may be agreed only for services the Rules do not price. The price of certifying a power of attorney is therefore the same at every notary — the only possible difference is VAT — and it does not depend on the number of powers, the length of the text or the value of the property the power of attorney concerns.

For a standard power of attorney the notary usually prepares the text at the certification appointment. For a complex one — for example, to sell or mortgage real estate or to act in court — it is better to have a lawyer draft the list of powers in advance, so that the document covers exactly what you need and confers no excess authority. Related notarial costs
If you need other notarial acts during the same visit, each is charged separately at the fixed rates of Article 31:
- certification of the authenticity of a signature, per signature — 6 GEL on a one-page document, 4 GEL on 2–10 pages, 3 GEL on 11–50 pages, 2 GEL on 51 pages or more;
- certification of the accuracy of a copy or an extract — 4 GEL for a one-page document; 2 GEL per page for 2–10 pages, 1 GEL per page for 11–50 pages, 0.5 GEL per page for 51 pages or more;
- certification of a qualified translator's signature on a translation — at the same rates as a signature (6, 4, 3 or 2 GEL).
The 5 GEL registration fee is added to every notarial act except the certification of a copy. It is worth checking before the visit which certifications you will need, so that you know the exact cost in advance and do not need a second appointment.
