The driving licence examination in Georgia combines theoretical and practical stages, and most disputes around it concern admission and results: a person is refused admission to the exam, or is deemed to have passed and then has the result reversed. This page explains the conditions for admission, who may sit the exam after self-preparation, and how we build the position for challenging a refusal or a result — we do not run preparation courses; our role is legal support and representation.

Conditions of Admission and the Preparation Format

Under the law, the right to drive vehicles of the defined categories and subcategories is granted to a person who has passed the relevant examination — a theoretical and/or a one- or two-stage practical one. A person is admitted to the exam if they have successfully completed the full theoretical and practical training course at a driving school, meet the requirements for obtaining the right to drive, have no grounds for suspension or deprivation of that right, and no ground exists for its termination. A driving school may offer only the theoretical or only the practical course — where a person has completed only one part, the remaining part is continued at another school, which requires the documents to be assembled correctly at the moment of admission.

The training drive has its own rules: it is allowed on a closed area, at an autodrome and on the road, but prohibited on motorways and their entrances and exits, in pedestrian zones, in residential zones, in the zone of the corresponding road sign, on examination routes and on roads included in the list approved by the municipal organ. The training vehicle must be equipped with dual controls for the instructor and an identification sign; a person under 18 needs the consent of a parent or guardian, and driving on the road is possible only together with an instructor — the learner must not be more than one year below the minimum age for the right being obtained.

Admission After Self-Preparation — Ages 18 and 21

The law singles out an exception: a person who has reached the age of 18 may be admitted to the exam for category B and subcategories A1, A2 and B1 without having completed appropriate preparation at a driving school. The same rule extends to the admission of a person who has reached 21 to the category A exam. This norm is often the central link in challenging a refusal: where a self-prepared person is refused admission on the ground that no school certificate was presented, that refusal is legally assessable.

Age Thresholds and Sequencing

The minimum ages range from 16 to 24 years depending on the category: the lowest threshold is 16, and 21 for trams. The main motorcycle category is granted at 21 to a person who was granted the corresponding subcategory at least 2 years before the request; otherwise from 24. The rights to the cargo and passenger categories are granted one year after the category B right was granted, with suspension and deprivation periods not counted. The further additional categories rest on a chain of consents: an existing right in the base category is required to obtain them.

Health Requirements and Coded Restrictions

On admission, on restoration of a suspended or deprived right, and on exchange of the licence, the authorised organ checks the person’s health against the requirements; for that purpose it also obtains data from the unified information base covering persons with mental health problems and those suffering from alcoholism, drug addiction or toxicomania. Where a restriction connected to driving has been imposed, the right is valid only if the requirements of that restriction are observed, and the restrictions are recorded in coded form in the licence; driving in breach of them is treated as driving without a licence. Health requirements are defined by a joint order of two ministers — it is on those acts that a medical certificate or a refusal of admission can be contested.

The Agency’s Role, Points, and Challenging Decisions

Conducting the examination, granting and revoking the right, and issuing licences are carried out, within its competence, by the Service Agency. The rules of admission, results and documents are defined by this law and by orders of the Minister of Internal Affairs — meaning that a challenge always starts from this chain of mutually framing norms. The registry matters too: entries in the licence-issuance registry prevail over the entries shown on the card, and until the licence is issued a person is considered to have no right to drive.

A separate accent is the points system: a licence issued in Georgia is credited with 100 points every 1 January of each calendar year; administrative offences reduce that number, the holder is warned when it falls to 50 and then to 20, and exhaustion of the points causes a 1-year suspension of the right to drive vehicles of all categories. A foreign-issued licence is credited with 100 points once in Georgia.
