What Article 107⁵ of the Administrative Offences Code covers
Article 107⁵ of the Code of Administrative Offences of Georgia establishes administrative liability for breaching the safety rules of movement when riding a snowmobile or a motorcycle. The norm applies on a ski slope on snow or ice and/or on a road (track) within the administrative boundaries of a municipality, as well as at other places provided for by Georgian legislation. The subject of the norm is thus seasonal winter equipment and the rules of its use near sliding infrastructure.
Such cases most often arise at resorts and on training slopes, where snowmobiles and motorcycles share slopes and routes with other users. A breach of the rules — speed, a violated permit or a prohibited area — becomes the ground of an administrative case, and its assessment must be done correctly.
The sanction: first breach and repetition
The first part of the article provides a warning or a fine of 100 GEL. The availability of a warning matters: for a first commission the law allows the mildest reaction as well. For a repeated commission — within one year — the fine is 200 GEL, and at that stage a warning is no longer among the options.
What the article does not say
The safety rules themselves — what speed is permitted, where movement is allowed, what technical requirements exist — are not set out in detail in this article: they are established by Georgian legislation, and the article provides only the sanction for their breach. Nor does the article say who draws up the protocol and how a decision is challenged — those matters are governed by the general norms of the Code.
Whom the norm does not cover
A note to the article states that it does not apply to mobile means used by the Patrol Police Department of the Ministry of Internal Affairs and by other authorised bodies defined by legislation. Police equipment therefore stands outside the scope of this norm.

Why these rules matter in practice

That is precisely why safety rules for movement on slopes and tracks are established separately, and why their breach is framed as a distinct offence. Breaking the rules endangers not only the driver but everyone else on the slope, and that circumstance is reflected in the assessment of the case as well.
A practical tip before the season starts: study the rules of the territory where you plan to ride — private tracks and resorts often have their own internal rules, and ignorance of them does not release from liability. Where an act has already been drawn up, the case materials must show which concrete requirement was breached and how the authority proves it — a general wording is often insufficient.
Bear in mind also that the window of repetition is one year: if a breach has once been established against you, every similar episode over the following twelve months will be assessed with the 200 GEL fine. Verifying your knowledge of the rules at the start of the season is therefore the cheapest insurance available.
What happens after the act is drawn up
Once the act has been drawn up, time becomes the decisive factor. The deadlines for paying the fine and for appealing are set by the general norms of the Code and are short. The first step is studying the documents: the act must indicate which rule was breached, where and when. Where those details are incomplete, a ground for appeal arises at the procedural level.
The second step is forming a factual position: where you were riding, which requirement was breached, and whether the authority had the means to prove it. The third is the selection of the sanction: within the first part the reviewing authority chooses between a warning and a fine, and a reasoned request can influence even that choice.
