The Charge of Violating Fire Safety Rules
A violation of fire safety rules entails criminal liability when it results in less serious or serious injury to health, the death of a person or another grave consequence — and the charge is directed against the person who was obliged to observe those rules. This is a special subjective circle of responsibility: administrators, responsible engineers, employers and others on whom the corresponding obligation rested.
