The Institution of the Selected Person
The technical control of the Georgian gambling business is built around one central institution. The third article of the law defines the selected person — the entity selected by the Revenue Service for the purpose of deploying and operating the electronic control system of the gambling business. It is precisely that person which issues the authorization certificate — the document confirming the compliance of a game and of certain essential products with the standards of the minister of finance. The operator named in the title performs this function — which means the local certification route begins precisely from this institution.
The legal foundation of the institution is a contract: on the basis of a contract concluded with the Revenue Service, the selected person is obliged to deploy the electronic control system and ensure its operation in accordance with the procedure established by the minister of finance. The contract is concluded for a term of no more than 15 years, and the rights and obligations of the parties are determined within it.
