Taking a hunting or sport weapon abroad and bringing one into Georgia is a field where the Law on Arms regulates both numbers and procedures: a citizen's import and export of civil weapons take place on the basis of a permit of the Service Agency of the Ministry of Internal Affairs, while a foreign citizen imports a hunting or sport weapon relying on a contract for a hunt or an invitation to a sporting event. Not knowing these routes means being stopped at the customs, temporary removal of the weapon and, possibly, administrative liability as well.
The service on this page is legal support for cross-border movement of weapons for hunters and sport shooters: selecting the permit type, planning the limits and preparing the documentation so that crossing the border consists of being present, not of explanations.
A citizen's import and export — limits and deadlines
A citizen of Georgia imports or exports civil weapons, their main elements and ammunition on the basis of the relevant Service Agency permit. The law regulates that permit with quantitative boundaries: the import or export of no more than five units of civil weapons or main elements and no more than one thousand units of ammunition at a time is established by a single permit. We check these limits so that your plan fits the statutory frame in the very first application.
After import an important deadline begins: on importing civil weapons and their main elements, their registration is mandatory no later than ten working days from the import; registration is carried out by the Service Agency. That deadline is often left out of account, and missing it creates the least desirable outcome — liability for breach of the registration deadline, established by the Code of Administrative Offences.
The foreign hunter's and sport shooter's import
A foreign citizen may import a hunting or sport firearm and the ammunition designed for it — but no more than five hundred cartridges — where there is a relevant contract or agreement for a hunt or an invitation to a sporting event, and a Service Agency permit. Import for exhibition purposes proceeds on a Ministry of Defence permit. The decisive detail: the imported weapon must be taken out of Georgia within the time limits provided by the contract or the invitation.
Where those deadlines are breached, the law states directly: the weapon is temporarily removed until the matter is resolved. This means a postponed ticket or a proposed extension is not a technicality — it becomes a ground for seizure of the weapon. We arrange deadline control and, where necessary, a lawful extension.
Purchase and export — other routes for foreigners
A foreign citizen may acquire in Georgia a civil firearm, a signal weapon and a gas weapon, and export an acquired weapon from Georgia on the basis of the relevant Service Agency permit. The export of a firearm received as an award proceeds under the procedure established by the Minister of Internal Affairs. It is also worth noting that in the cases defined by an order of the Minister of Internal Affairs a foreigner may import and export his own hunting weapon and/or signal weapon for hunting purposes without obtaining a permit — we establish in advance whether that exception exists and its exact conditions.
What we do
Our work is built on the specific trip: we determine which regime attaches to your case — a citizen's permit with the five-unit and one-thousand-cartridge limits, or a foreigner's import under a contract, an invitation and the five-hundred-cartridge limit, or a case where no permit is required at all; we check the weapon's conformity with the permitted categories; we prepare the application and documents for the Agency or the Ministry of Defence; we plan the ten-day registration deadline after import; and we arrange export-time control so that the contract deadlines are not breached. For sport federations and hunting estates we do this systematically — as a service for their hunters.
Frequently asked questions
How many weapons may be exported or imported under one permit?
For a citizen — no more than five units of civil weapons or main elements and no more than one thousand units of ammunition at a time.
How many cartridges may a foreigner import?
Ammunition designed for a hunting or sport firearm — no more than five hundred cartridges, on the basis of a hunting or sporting-event contract or invitation and a Service Agency permit.
Is registration mandatory after import?
Yes — on importing civil weapons and their main elements, registration takes place no later than ten working days from the import, with the Service Agency.
What happens if the contract deadline slips?
Breach of the deadlines leads to temporary removal of the weapon until the matter is resolved. That is why export dates are planned in advance and extended lawfully where needed.
