The short answer. Before you buy property in Georgia (the country) as a foreigner, talk to a lawyer on legal.ge: one question through the Ask form reaches several verified lawyers, or you can pick one from the civil law list, which covers real estate. Bring the lawyer in before you pay a deposit or sign anything.
Ask the lawyer to
1: Check who the registered owner is, and whether anything is recorded against the property, such as a mortgage or a seizure.
2: Tell you whether any restriction applies to you as a foreign buyer for this type of property: a flat, a house or land.
3: Read the preliminary agreement and the sale contract before you sign, and explain them in a language you understand.
4: Explain how to make the payment, and when the property will be registered in your name.
5: Say whether you need to be there in person, or can act through a power of attorney.
A flat that is still being built
If the building is not finished yet, ask the lawyer what to check about the developer and the project, and what happens if construction runs late.
Have this ready
Passport: a copy of yours.
The property: its address or cadastral code.
The terms: the draft contract or the seller's offer.
