1.ტექნიკური რეგლამენტი ვრცელდება ნარჩენების მართვის კოდექსის მე-3 მუხლის „ბ“ ქვეპუნქტით გათვალისწინებული სახიფათო ნარჩენების: ა) წარმოქმნაზე; ბ) დროებით შენახვაზე; გ) ტრანსპორტირებასა და დამუშავებაზე.
2.ტექნიკური რეგლამენტის მოქმედება არ ვრცელდება მუნიციპალურ ნარჩენებზე, რომლებიც შეიცავს სახიფათო ნარჩენების ფრაქციებს.
